"Child Safety Lock Act of 2005" Takes Effect on April 24, 2006 - Ruger Voluntarily Supplying Locking Devices Since 1987
March 27, 2006
Sturm, Ruger & Company, Inc. (NYSE:RGR) hereby notifies its customers and consumers that Public Law 109-92, "The Protection of Lawful Commerce in Arms Act," which was enacted on October 26, 2005, includes "The Child Safety Lock Act of 2005," which is Section 5 of PL 109-92.
Section 5 makes it generally unlawful for "any licensed importer, manufacturer, or dealer to sell, deliver, or transfer any handgun to any person, other than another licensee, unless the transferee (buyer) is provided with a secure gun storage or safety device for that handgun." Questions about the new law should be directed to the BATFE through its website at www.aft.gov, or through its Firearms Program Division at (202) 927-7770. "Sturm, Ruger is proud to have been one of the first firearms manufacturers to voluntarily ship its pistols and revolvers with appropriate locking devices, beginning almost twenty years ago," said Sturm, Ruger President Stephen L. Sanetti. "Virtually all other manufacturers have since done likewise. Our current locks shipped with all Ruger firearms meet or exceed the stringent standards set by states such as California." Sanetti continued, "Furthermore, the National Shooting Sports Foundation and the Sporting Arms and Ammunition Manufacturers Institute (SAAMI), in partnership with BATFE, have given away over 35 million free gun locks. The American firearms industry, together with many volunteer firearms safety instructors, has led the way with successful firearms safety measures. The most recent National Safety Council's 'Injury Facts' reports that firearm accidents have continued to drop to record lows, with the biggest drop being in the under-14 age group, down 17% since 2003." "It is due to all these voluntary safety efforts that the fatal firearms accident rate is now among the smallest of those measured, which include motor-vehicle accidents, falls, poisoning, choking, fires/flames/smoke, drowning, mechanical suffocation, natural heat or cold, machinery, electric current, and air, water, and rail transport. Firearms-related fatalities have decreased 48% from 1994, and now represent less than 1% of all fatal accidents in the U.S." "We are most gratified to be part of a successful solution to needless firearms misuse, and our voluntary gun lock program has been an excellent example of how we help Ruger customers fulfill our motto as 'Arms Makers for Responsible Citizens'," Sanetti concluded.
